Thomas so thoroughly embodied the city’s official venality that Nashvillians took to calling him Boss Hogg, for the character in the “Dukes of Hazzard” TV show. For years, he was investigated by the F.B.I. for diverting public funds to pay for personal expenses and for using county employees to staff, among other things, his private barbecues. Locals revelled in his notoriety. A cover of Nashville magazine showed Thomas holding a cowboy hat and a cigar, a six-shooter on his belt, with the headline “Why Do the Feds Want to Lock Him Away in His Own Slammer?”
